Chief of Party, USAID Competitive Armenian Private Sector Project (CAPS)

Hayley Alexander is Chief of Party (Director) of the USAID funded Competitive Armenian Private Sector Project (CAPS), which is being implemented by Nathan Associates, Inc. The project is engaged in improving the competitiveness of the IT, tourism, pharmaceuticals and engineering services industries in Armenia. CAPS uses the cluster methodology to integrate the strategic aims of industry, government, educational institutions and business services providers. Mr. Alexander has over twenty years of experience in private business and consulting. He began working for a specialized vehicle manufacturer in Detroit, Michigan. The company was a small/medium-sized business with both commercial and government contracting lines of business. Beginning in marketing and sales, he then moved into contract administration and finance, eventually becoming Vice President. Following this private sector work, in 1994, he joined Deloitte & Touche Emerging Markets Group and began developmental consulting in transitional economies including: Russia, Egypt, Ukraine, Bosnia, Croatia, Tanzania and Armenia, among others. He has held both technical consulting and managerial positions, and has been in the role of Chief of Party or Deputy Chief of Party on 5 USAID projects. Mr. Alexander holds an MBA in Marketing from the George Washington University in Washington, DC.
